RULING ON JOINT PANEL to DETERMINE GMA's FATE

photo
On 21-Nov-2011, George Palaganas posted the following comments regarding the article http://philippinedailyinquirer.newspaperdirect.com/epaper/viewer.aspx RULING ON JOINT PANEL to DETERMINE HER FATE

On Congresswoman Arroyo's Constitutional Immunity to Trials
The arrest warrant other than being "illegal" in form is also "toothless" since what is the purpose of arrest when you can not even get into
arraignment! The reason why you are arresting a person is inorder for him to make it into that arraignment. The reason why the Chief Executive, the VicePresident, Senators and Congressmen have constitutional immunity to trials, is inorder for them to work during their terms unhampered.
Framers of the Constitution understand that there will always be "complaints" no matter how good you are in administering the laws and no matter how conscientious can you get in making them. Reason why any complaint against them should be passed and heard only by the Office of the Sandiganbayan and Office of the Ombudsman after their term or whenever they run-out of Constitutional Immunity. With the case of electoral sabotage, why are they "preparing the jail" like she was a convict already? Under the law, everyone is assumed innocent unless proven otherwise on a legal court. The media should also be castigated for depicting and presenting a former President "demeaning" for the purpose of sensationalism.
--------
The Constitutional Crisis of November 2011. Under the Philippine 1987 Constitution(Article XI Section 13), Executive Officials can be tried only by the Office of the Ombudsman while Legislative Officials can be tried only by The Office of the Sandiganbayan. With the issuance of an arrest warrant by Judge Jesus Mupas, an RTC Judge, to a Congresswoman with immunity under the Constitution is unconstitutional.
The issuing court for an arrest warrant should be the Office of the Ombudsman. One thing more, since electoral sabotage involves electoral processes,
it should be the COMELEC Commissioners, headed by the Chairman, who will be charged on the charge sheet. The Executive Office has nothing to do
with Electoral Processes including canvassing and counting of votes. The reason why the Executive Office will be charged is it's ultimate responsibility
and accountability after the commissioners are found guilty of violations; in this case electoral sabotage happened because of their failure to
do their duties! Judge Mupas should also be disbarred from practicing law because of blatant ignorance of the highest law of the land.

TUNOG Wunderground : A Concert Review

TUNOG Wunderground : A Concert Review
by George Palaganas aka Cool Dela Peña

It was another Sunday of musical extravaganza that showcased a combination of new
emerging talents and established Filipino OPM(Original Pinoy Music) artists as well
at the Quezon Memorial Circle. Stage was decorated with butterflies that reminds you
of the billboard for the movie Mga Paro-Parong Ligaw Sa Landas Na Matubig
(Lost Butterflies In Waterways) yearsback and a large electric guitar. Three widescreens
(left, center and right) complements the whole hooded stage and a part of the area for
the audience was also hooded so that the concert will go on, rain or shine.
The romantic circle triambulad(tripod)looms at the background on sundown.
Whatever is the synonym to describe the event, there is only one thing that will
come on the mind of everyone, ELEGANCE. For the battlecry of everyone who went to perform
and watch the concert, so it seems, was to display simplicity carried to the extremes.
For the fairly well-behaved crowd that flocked to the circle last Sunday has again
received a treat of "free concert". The concert dubbed as TUNOG Wunderground advocates a
campaign to support Puerto Princesa's bid to clench a seat on the worldwide contest for
the Seven-slot Wonders of Nature program. So far, Puerto Princesa's Underground RIVER
belongs to the 28 finalists vying for the slots. Among the favorite contenders include the
Amazons of South America, Galapagos Islands of Ecuador, Mt.Vesuvius of Italy, Table Mountains
of South Africa, Mt. Kilimanjaru which is now billed as Tanzania's instead of it's old
billing of Kenya's, and the Grand Canyon of the United States.There are 3 ways to vote;
